A Critique of the Odious Debt Doctrine

Choi and Posner indicate that it is unclear whether the doctrine will improve the welfare of the population that might be subject to a dictatorship in terms of the odious debt doctrine. The traditional backward-looking defense of the odious debt doctrine, which suggests that the doctrine is costless because it releases a suffering population from an unjust debt, is seriously incomplete. Although in specific cases the benefits of loan sanctions may exceed the costs, the defenders of the doctrine have not made the empirical case that the net benefits are sufficiently high in the aggregate as to warrant routine application of loan sanctions to odious dictators. Therefore, in the absence of such a showing, there is no reason to think that the odious debt doctrine would be a desirable rule of international law

Effects of External Loads on Human Head Movement Control Systems

The central and reflexive control strategies underlying movements were elucidated by studying the effects of external loads on human head movement control systems. Some experimental results are presented on dynamic changes weigh the addition of aviation helmet (SPH4) and lead weights (6 kg). Intended time-optimal movements, their dynamics and electromyographic activity of neck muscles in normal movements, and also in movements made with external weights applied to the head were measured. It was observed that, when the external loads were added, the subject went through complex adapting processes and the head movement trajectory and its derivatives reached steady conditions only after transient adapting period. The steady adapted state was reached after 15 to 20 seconds (i.e., 5 to 6 movements)

Policy compass: FCM-based policy impact evaluation using public open data

This paper presents how Fuzzy Cognitive Map (FCM) technique can be applied by a policy maker to support the policy impact evaluation using the example of Policy Compass, an EU research project. The practical usage example on interest rate policy shows the potential of FCMs as a policy impact modelling tool. Through the provision of a more intuitive and easier means of using open data based on FCM techniques, the Policy Compass project can play a critical role for both policy maker and lay public to evaluate the policy impact and prepare for future policy making

Complete positivity of the map from a basis to its dual basis

The dual of a matrix ordered space has a natural matrix ordering that makes the dual space matrix ordered as well. The purpose of these notes is to give a condition that describes when the linear map taking a basis of the n by n matrices to its dual basis is a complete order isomorphism and complete co-order isomorphism. In the case of the standard matrix units this map is a complete order isomorphism and this is a restatement of the correspondence between completely positive maps and the Choi matrix. However, we exhibit natural orthonormal bases for the matrices such that this map is an order isomorphism, but not a complete order isomorphism. Some bases yield complete co-order isomorphisms. Included among such bases is the Pauli basis and tensor products of the Pauli basis. Consequently, when the Pauli basis is used in place of the the matrix unit basis, the analogue of Choi's theorem is a characterization of completely co-positive maps

In this paper I attempt to answer the question of how small-scale Ethiopian farmers can best participate in, contribute to and benefit from the development process. In addition, I seek to clarify the implications and potential nature of local food systems and their ability to achieve greater food security through small farmer involvement. Modern development ideology often focuses on large scale projects and export-led growth, ignoring the importance of smallholder farmers and rural vitality. These farmers are increasingly marginalized through this process. In Ethiopia 85% of the population is employed in the agricultural sector, the majority being small farmers that live in remote regions. It is crucial that effective techniques are applied which enable these farmers to play a central role in the development process, guaranteeing the sustainable growth of Ethiopia’s economy as well as greater food security.
